Below are the charts needed for Trainers, Coordinators and Breeders for them to be able to control their Pokemon. Team Rocket and the Ranger will work under a slightly similar situation with their Pokemon obeying their commands and orders.
BUT WHY DOES OBEDIENCE HINDER US, ANYWAY?
Funny you should ask. You see, the fact of the matter is that, even if a Pokemon wants to do as you ask, they don't have the means to control themselves and work their bodies into what you desire. Pokemon are wild beasts, underneath it all, and if they grow too powerful without proper supervision (i.e., a trainer who has proved himself and can obviously take care of Pokemon and raise them correctly), they grow... out of control. Even if they desire to assist their trainers, they will mess up, nine times out of ten.
The only way to control one's Pokemon is to prove yourself to them and become a better trainer all together. How do we measure this? In Badges, Trophies and Ribbons.
